I agree and I beleive you should also throw fisherman in that list.

Biologists face a necessary evil that if they need to be tagged they have to get them close to the boat.

Just the big ones that appear to be hanging around close to the coastline. Allow fishermen to catch & keep sharks they have caught over a certain size, like other fish. In other words stop protecting them & I agree on what you said about further development for shark shield technology. I'd prefer the government put money towards that & a subsidy program to make them more affordable for everyone. Could be hard to fund though, probably get 1/2 the population wanting one : P
Problem is that you would have to pay the "fishermen" to do the job as in a contract type of agreement that they could only catch sharks of a certain type and size. How many "contractors" are you going to need to make a dent in the GWS population?
Hmmm good question assuming we would have to pay fishermen to catch them. I've always been under the impression there were guys out there that enjoyed catching them. I guess you'd have to consider what is an acceptable method of catching them also. It would be a lot easier with a drum line than rocking up in your 4m runabout & big game fishing tackle haha...But without removing the protection of GWS, we can't even try & doing nothing certainly isn't going to help.
If you really wanted to cull a lot in a short space of time a whale carcase is the best way. We have all seen footage of them feasting on one. Some times you can get 5-6 at a time. Imo they leave dead whales for too long before they decide to move them. They should get them way out to sea as soon as they are reported.
Maybe they could tag the smaller ones while they are at it.
You are right the protected species thing makes it much harder to do anything but it would be worse if we boat loads of people going out just to target gws because they are not protected anymore.
JB is right and he has done alot of research, calling authorities and emailing them in regards to this so at least someone isnt waiting for the next attack to try and change peoples minds.
