Here is the submission KBV made in response to the St Kilda Harbour concept plan in 2008. The images you have posted Picker are part of this original plan.

The hardstand protruding into the kiddie pool faced strong opposition from KBV as well as some councilors. It is mentioned on page 25 of Unchain St Kilda's policy
