Why pay out on the guy when you don't know the story?
I can't think of a single reason for walking up the stairs off the beach, between parked cars and pine trees, crossing a busy road, more parked cars and over/through a fence and more bushes before stopping on the golf course
with your kite still up, emergency or otherwise, if there was something wrong then pulling the safety in the water on down on the beach was most likely was a better option?
I don't want to slay the guy until we get a better explanation, but in the absence of that explanation it's hard not to draw your own conclusions.
But then again, packing up on grass is much more pleasant that on the beach??
