That's par for the course, pedals don't come on any high end bikes unless the bike shop specifically puts them there. They aren't shipped with them.

How come for bikes, its no middlemen approach, but for windsurf gear, its essential they use distributers + shops? I guess volumes of sales is a big factor.

NR, take a look at Pacific Brands, they import/own the brands of a number of bikes/bike clothing brands that are then sold at the retailers.
