YES you can do a railey behind a car, Esperence is a great spot for car boarding. Lots of long beaches. The car just provides the propulsion, everything is still done on the water.

YES cable parks exist only on the East coast somewhere

I tried doing a railey behind a boat a few times, like I do kiting. I got served with lots of water behind my eyelids and my sinus passages flushed by what remains of the mighty Murray river.

Yes, although cableboarding is faster and the landings are a lot harder. If you are good a cable, you will kick ass real quick on a kite.
