They (with the help of many companies in private industry) obviously engineered the capability and had developed the technology. Humans aren't that good at keeping secrets. Would be easier to just send some dudes to the moon than pull of that big a scam.

Kubrick was not responsible for the footage. It is patently obvious that if he did fake the moon landing for NASA / Govt etc, he would have been murdered by the CIA shortly thereafter, disguised as an accident.
