Bi-Pinnate Compound leaf, Yellow flowers and fertile pods describes a weedy plant/tree in our local area "Caesalpinia" maybe pulcherrima. Annoying thing that pops up everywhere

Tree guy came out... Gleditsia of some type.

Other neighbours paving is getting pushed up and is suckering all through her garden beds.

Tree owner refused to attend meeting to discuss options with the tree guy.

Root barrier cant be put in as the tree is too close to the fence to get access. (Its planted in the offset space between a shed and the fence!)

End result:
Its coming out... just need tree owner to accept that gracefully and we can all get on... otherwise council gets involved and it drags on...

I can see a reality TV series in this..... "When neighbours are as bad as their trees", or.. "I'm a stump, get me out of here..", perhaps..."I've done nothing wrong, Leaf me alone.."
