I have VIOP but I was really interested in their Naked DSL which would work out much cheaper for me giving that I call the Eastern States quite regularly. Sounds like you are rimmed and not pair gained. You wouldn't get DSL1 on a pair gain (there's a mux stuck between your dsl modem and the dslam). Telstra are the only provider that can serve DSL out of a RIM at the moment, your broadband 1 is just a resold telstra DSL service under iinet's badge.
I suggested to Telstra that I would pay for a new line to be installed but they said it wouldn't make any difference as I would be connected via the same hub/sub-station/pair gain.
This isn't always true. (But usually is). If you disconnect, and re-apply for a new service, AND happen to get extremely lucky and someone free's up a copper pair, AND you are physically able to pickup that pair, then your new line might just be on a real exchange. It *can* happen. It almost certainly won't.
Your stuck churning to a provider that has a plan that suits you, and ur stuck on 8mbit or so max, which you probably won't get anyway as it sounds like your distance to exchange and crap in the way means you won't get a good signal anyway.
