That would never stand up. I even doubt the police would bother checking the call records without a warrant to justify it.
You would have to prove that the woman had her phone with her, which is surely almost impossible.
I'll call that little story as bull**** too. Where her phone is has absolutely no relevance to proving who was driving and if they had bothered to go that far to gather that evidence then they had enough to charge the mum with something.
This way material stay secure and temptation to send false , hoax calls minimized.

We already have the capability to do this. There are historical footage archives at most television studios and universities. You have not provided justification for the aggregation of such data with no regard for quality control, and with no clear aim on what this aggregation is actually achieving that cannot be done now.

A few months ago I went hiking with a friend and left my car at the edge of the rainforest near the Daintree River. When I returned to an area with mobile coverage I got a message from my son. The police had looked his number up and called him after a member of the public saw my car parked and thought the owner might be lost. So, the police have reasonable access to phone numbers if they want them.
Note: in this particular case the police didn't think to contact National Parks (who we had given a full travel advice to). But that's another story.
