That's not really the full story.
We bought our taxi driver an ice-cream, which he unwrapped and promptly threw the rubbish on the ground.
He couldn't understand why we told him off for doing that, and chuckled when we said he should really put it in a bin (which we did for him).
(Karma hit shortly after when his ice-cream broke in half and fell on the ground, at which a monkey that was sitting by on a wall of the monkey forest, ran down, grabbed it and legged it up the nearest tree, chased by it's friends.
Much to the laughter and enjoyment of the other taxi drivers that were close by.)
For some reason a lot of the Balinese don't seem to find rubbish strewn everywhere as offensive as a lot of people from Aus do.
I'm sure they only dig holes on the beach and bury the rubbish that washes up, just to keep the tourists happy.
