Anyone in Brisbane own a lathe for plastic/teflon

Hi,
I am looking for someone who owns a lathe than can turn down a piece of either plastic or teflon into a "tube".
I need one or two of these pieces for a childs bike trailer I have just bought. It was second hand and came without the mounting bit for the "parent bike" I have bought a new mount but need a tubular shim thing to make it a neat fit.

All I needs is a tube about 25mm long, outer diameter 13mm and the inner hole to be about 8mm. I can provide the two joining bits for the actual measurements.
I think I'll go to a boat shop to find a suitable material.
I'm in Brisbane but can easily drive to either coast.

I can't see this job taking anymore than few minutes at the most.

If you don't own a lathe but know a workshop who could do this then let me know.

Cheers
Simon
