Don't know the person but can't be too many windsurfing Tom's over there. In case it helps, Google gave me Tom Pidden, who seems to live there or otherwise Tom Hofmann who has a YouTube channel with some windsurfing action from there.

interestingly I rang the number and it was a wrong number someone in VIC so I wonder if it's a scam ad?

Not me. Given the person only joined in December could be someone from overseas travelling in WA. From memory 0477 is a Telstra pre-paid SIM number block.
