Apparently it boring as batsh!t as it doesn't have the
essentials like crowded 24hr shopping where it takes 40mins to get a carton of milk, or 75% the population being metrosexual ballet-watching multilingual Uni graduates, or daylight saving, so don't bother.
Seriously though - anywhere within 20mins of the CBD will put you within 30-40mins drive of an ocean sail or 20min of a river sail.
Anywhere within, say, 10km of the freeway and you'll be set.
If you plan on the odd drive for a couple of hours for a wavesail on weekends, you will probably go north more often than south, so I'd choose close to the freeway say 15mins north of city, say Balcatta to Hamersley area.
Downside is all the decent winter spots in metro are a little bit south of the CBD area. So central is best but $$$$$$$$$ may put u off.
EDIT: oh sh!t - unless u mean Perth in Tasmania. If so, disregard the above.
Only been 2 windy weekends I can think of all winter and I didn't get out. Summer is awesome for wind but if next year is like this you will sail far, far less here the rest of the year than somewhere further south like Melbourne. It has been good for surfing though, regular 2-3' swell on the metro beaches with light offshore wind and sunshine!
