I am interested in Visitng Melbourne for some kiteboarding/windsurfing wave action as well as the touristy bit. Where are the best wave spots outside port phillip that work consistently. I have heard Torquay fires irregularly, is there anything on the Mornington peninsular with cross/cross off winds and 2 to 3 m swell or maybe on Phillip island?

I don't know about the Eastern side of Melbourne but down the Wetern side I know some guys from Torquay that hit 13th beach often for the wave action.
I'll be getting in there myself when I progress to a smaller board.
