havent got a permit for kingston, btu has anyone got a permit (bayside) I could buy?
Or are they available to purchase from anywhere?

You used to be able to buy them from the bayside council - search on their website.

Don't think you can buy them any more...
Confirmed. Un-buyable for either Kingston or Bayside.
