where in north queensland? I live in Townsville, and as far as sailing conditions go, its not anything special. The water is brown, and the wind is weak. But having said this, there are days where you can have some fun.
North of Townsville, there is an island (green island), I never been there but I have heard that its pretty windy and with some good bump and jumping.
South of townsville, there is bowen (2,30h drive). This is a small place located in a easterly point, and because of this its always windy. Also, because of the cape shape, there is always a good bay to sail regardless wind direction.

About resort that hire windsurfing gear, I don't know any.

Zoran,

Tinaroo Sailing club is just perfect for Windsurfing. We have club days every fortnight and you would be most welcome. Afternoons are windy-er ! rayandlea

Most of the resorts that hire gear only hire it in light winds, and if it's windy you are left sitting there feeling very frustrated because you want to sail and can't.
(My experience at Green Island last year and I've heard the other island resorts are the same)
So if you like more than 15 - 20 knots, take your own.
