Does the Manly wind report read high?

Yes it does read higher than Banana Bank and Hope Banks Beacon. In particular Se to East is higher.
if you are at Manly Royal Queensland you will see the wind gauge is about 15 m high above the grandstand.
If you at the weather station on RQYS webpage you can get a better idea looking at the last 30 minutes average on the graph line.

So knock a few knots off then for the wind at water level? Or just ignore it and use Banana Bank and Hope Bank?

someone was disappointed with the wind last few days haha. The meter on Saturday read 15 knots with 20 knot gusts while out on sea. Overestimated by like 6-8 knots.

Depends on where the wind is coming from. I would just use the RQYS meter + livewind Australia and have a bit of a think. Particularly if there is discreptancy between banana bank and hope banks that's a sign you'll probably won't encounter the wind at RQYS. If they all the say the same thing it is fairly accurate. Hope banks is usually the most accurate - if you have any easterly in the wind at the dogbeach you get a bit more wind due to the draft from king island/wellington point.
