not recently but was there in December 2018. They have decent gear... Tiesda/Starboard do some testing there and Pascal/Jibes buys all their gear. There isn't much beach at Jibes, but there is a little bit right at the launch, but if you come in downwind, you'd have to go aways to hit more sand. Choppy water. I had fun, but wouldn't go out of my way to go there again (Mui Ne). There's another spot a few hours north near Phan Rang that looks to have better conditions (and better scenery)... don't know if there are still windsurf rentals there, though as it mostly seems like a kite spot, although some European freestylers spend the winter there incl. Davy Scheffers. You might find him on IG and see if there's anybody renting windsurf gear up there (if you're not bringing your stuff). There used to be a place called Vietnam Surf Camping that rented stuff, but it seems like they are closed? You can look up Sorrento Beach Club to see what it looks like... shallow flat water in a tidal lagoon with some waves on the outside when conditions permit.

I haven't been myself, but from what people say Jibes Vietnam is a pretty solid spot for windsurfing/kiteboarding and general vibes. Lots of folks post recent photos and say conditions are good this time of year.
