You were close, it's a pom tourist in Japan, he dropped his bag, containg passport and cash in a lake at some royal palace, he figured the best way to get it was to strip of and jump in .... They tried to arrest him before letting him get dressed again. So while he is not the sharpest knife in the draw.... He certainly cannot be certified as mentally ill.
and in the 15sec of trying to get dressed the media arrived?
I'd say if there is a news camerman there he has been going off for quite some time.

"he said, you said, I said, lets not get personal whilst at the same time being very personal" discussions, after all as most followers of seabreeze will be aware you are always right, but ..... on this occassion, I must say 15 seconds? Really? where did that come from? I can only assume personal experience , that is to say it must only take you 15 seconds to strip dive in a lake swim around looking for a bag, climb out and try to get dressed while police attempt to arrest you.. and crowds jeer in disgust.
As I said previously I seemed to recall it was at some Japanese tourist attraction, I seemed to think a Palace of some kind where, if correct, it is likely that there would be plenty of people with cameras and also a certain police presence.
However, I never enter hostile territory without back up, so here are the 'facts' as reported on the 7th October 2008.

I think it is like I said, he may have been a bit Forrest Gump, but stupid is as stupid does, and is not the same as being insane or mentally ill.
