Your best method on this one is to fill the entire hole with a Q-Cell mix, sand it flat back to the bottom of the board. Then place 2 layers of cloth over the area first with a laminating resin and then fill the cloth with a filler coat.
Then get a FCS markout tool and installation kit and re-drill the plug hole.
Insert plug with FCS resin and milled fibre as per recommended procedure from FCS. Then sand flat again and you are good to go.
Sounds like a bit of work eh? Probably a better idea unless you know what I am talking about here to just take it a repairer. You'd probably pay $60 for the job.

and just from the photo(pencil lines between the plugs on the blank) that doesn't look like an epoxy surfboard so you would better served using polyester (as CMC said )resin than epoxy (unless that is an epoxy board)
if you are that strapped for cash go and offer to spend a couple of weekends cleaning and rough sanding dings for the guy that fixes it ..you will learn more about surfboards in a couple of sessions than any amount of bull s8t you read in forums
