Sandringham YC Marina offers some pretty protected flat water paddling, but I'm sure you'll come into contact with the Half Moon Bay crew and they'll have plenty to offer sooner than later.

It's a matter of paddling where there's shelter if there's wind about.
Assuming you just want flat water paddling, try :
North - Mentone LSC, or tucked up under Green Point or Jetty rd Sandringham
North west - Mentone LSC
West - St.Kilda, Brighton or Sandringham breakwater. Maybe Mentone LSC
South around to South Easterly - HMB, St.Kilda, Brighton or Sandringham breakwater.
East - anywhere. just don't get blown off into the middle of the bay.
No / little wind - anywhere.
If getting to know the conditions on the Bay is a new thing to you, I would urge you to start studying the wind conditions daily - try Baywx.com.au, or other apps like Predictwind that you can get for free.
To get the best out of your SUP'ing you need to know where the wind is coming from, when it is coming, and where it is forecast to come from
