Not very good at working out the wind etc especially on the river. Where are the safest bets in Perth to paddle beach and river?
Rockingham. You can find somewhere to paddle in flat water in all wind directions. A few down wind options and plenty of wildlife 
I'm down in Rockingham and there is a good run from Point Peron to the grain terminal.... Only about 7km but the wind is nearly always at your back in the arvo. if the wind has any east or north in it the other side of Point Peron is great for a cruise around the islands.
