Any recommendations on a water proof fanny pack to hold my inhaler and a small spacer?

Rather than a waterproof bum-bag maybe just a waterproof case is a better idea.

Like this Pelican case that I use for my phone.

One question is this a special type of inhaler or your standard puffer type? I suffered from asthma all my life , and depending on how I'm going I use it a lot or not at all ,and came up with this simple approach is have a surf puffer which simply stuff it down my wet tie worked good as gold , quick rinse after surf then back into the surf box goodluck enjoy
