i am new to SUP and looking at buying a board i can use on flat water and small surf
what are the pros and cons of single fin vs 3 fins

Just use one fin. The board will be faster and easier to turn around, and you will have 3 times less chance of getting injured if falling on the fins :-)
Move the fin forward for easier turning in surf, and backwards if you want less row for distance.
3 fins will be useful once you begin to do rollers (top turns) in bigger surf later in your progression, but you will want to get a smaller center fin for this.
