can anyone recomend the best paper charts of phillip island to portland victoria?

The "best paper charts" will be the official Navy ones.
You'll need this one: Buy a www.boatbooks-aust.com.au/product/aus788-cape-otway-to-cape-schanck/

and maybe AUS801 to get out of Westernport.

I have an A3 sized book of these charts (uncorrected), including Apollo Bay harbour. You can photocopy these, as I mentioned in the PM.

Probably you'll need AUS787 Cape Otway to Hopkins River??? and AU439142 Lady Julia Percy to Port Campbell,
and AUS140 Discovery Bay to Portland. www.chartandmapshop.com.au/nautical-chart-aus-140-approaches-to-portland
Chart AUS349 from Cape Nelson to Cape Schanck looks like it is not metric (depths) but in fathoms, and too small a scale to be really safe for your trip.
But check on the zoomable map from BoatBooks and other chart agents.
An electronic chart (on your computer or chartplotter) might be able to be printed, also.

You will want charts that show the harbour entrances and approaches to Apollo Bay, Port Campbell, Warrnambool, Port Fairy & Portland, and any other emergency spots if needed, especially if you have trouble at night. You will want the coordinates entered into your GPS just in case. It saves stress.
