Don't you wish you had the thought to take a photo when your gobsmacked at what your seeing. Out sailing today 15/17 kn.T ,choppy seaway , boats everywhere when a looong sleek sports cruiser went flashing past me towing a riderless jetski. Big stern wave. The sport cruiser shifted to the right in front of me to avoid a large Cat. coming the other way but the towed jet ski skipped over the stern wave and in a flash was level with the sport cruiser heading straight for the Cat. They stopped dead in front of me who was under sail on a beam reach and frantically hauled in the jetski . Someone jumped off the cruiser onto the jetski . The cruiser took off leaving the jetski in front of me with the rider lifting the seat to start it. With boats coming toward us I had no where to go but straight for it. As Get Smart would say 'missed by that much' . Needed a bex and a lie down after that.
A "Bex" not seen one of them in a very long time..

As they say, no photo so it never happened, but that would apply to the jet ski people.
Not many people realize a drifting vessel is deemed as a vessel under way and has to follow the rules as if motoring.
Im not sure how the rules would be applied it your case of sailing (generally having right of way) and him drifting
One time was fishing at anchor as a guy drifting almost hit me, he yelled that i should have moved out of his drift path.... ID10T
So many times. Power boaters going past waving with me yelling at them.
They have yellow special marks out in the summer in France in some areas.Its a 5 knot zone. I was heading for the safety of the 5 knot zone once when a big power boat was coming up behind us. Rather than heading out to sea he altered course and went between us and the yellow mark. He nearly hit the yellow mark and yelled at me for getting in his way. We did full scuppers under rolls.
Unfortunately its common here in the summer.
Sail on Sydney Harbour on any weekend day - what you have described is an hourly occurrence.
