Volvo Penta 2001 Fuel problem?

Boat is at Woodford Bay, Lane Cove, Sydney. Note my neighbour has had his outboard on his Triton 24 stolen. Scumbags out and about.
I guess the bay is popular for thieves as there are so many boats, so they just go cruising around and select the motor they want. Cordless grinder makes short work of chain.
One good thing about having a daggy boat...

Not just the bay - my boat is moored opposite Woodford, off from Angelo St where there's a dinghy rack. Rack was gone though by thieves last week. Took everything that wasn't fastened down, and more that wasn't. Oars, painters, fittings and more went missing, several moored boats have had fuel stolen as well. Bast#@*rds.

My boat is moored in Valencia St but every single time when I go to the boat I like to park the car on the main road and slowly walk towards the Angelo St. All my racing team friends have their dinghies there and often they are talking about things gone missing. I just can not wait to catch someone doing damage there. It will be his last time I can guarantee that. Haven't practiced my black belt for many years but it's time to worm up a bit.

Turns out it was an engine speed control lever problem, although there was possibly also some air leaks in the suction side of the fuel pump.
Now I am looking for a strange split double washer on the engine fuel speed control shaft.
