I would guess many have had this problem.
the grub screws will not budge, I started off spraying penetrating oil a few days before starting,
then started tapping with hammer,
bought a gas burner and heated up .
bought a better set of hex head Allan keys .
last straw the Allan key snapped.
any ideas appreciated.

you have done every thing ,you will have to drill it out or try more heat and snap cool a few times ,put the heat on the alloy only and then hose it cold then repeat add wd 40 after each cool and try to tighten then loosen if that don't work drill with quality l/h drill at a slow speed but high presure, size the drill to the internal thread size and don't step up sizes as that over heats and hardens the cut, good luck.
Sounds like you have tried a few good options. For heat to be effective you need to rapidly heat the alloy so that it expands faster than the steel grub screw. , add penetrating oil or diesel fuel, same same really.
you can also use an EZ out. They are highly effective and easy to use. Set up the EZ out first, use the oil, add rapid heat then use the EZ out all together. Never met a sized screw I couldn't remove.
if however all else fails, you can drill out the grub screw, drill oversize and insert a Helicoil. Helicoils or thread repair kits can be bought from any good tool store or even Bunnings.

A cheap soldering iron from Jaycar with a quick modification to the tip is a good way of getting heat directly onto small frozen grub screws.
Heat the frozen screw and quench using a penetrating fluid ,, do this a few times .
The best penetrating fluid in a can I know of is kroil, it's great on galled stainless too
