Johnson impeller pump questions

Melbourne restrictions have eased so I went down to the boat for the first time today in three months. Thought I'd change the impeller before starting up my Bukh 24, And heading off for a sail.
I have a Volvo raw water filter and an antisiphon loop.


However, when you take the cover off water leaks out of the pump and then you replace the water in the filter. But, it just kept on draining, presumably through the pump when the impeller and the cover replaced.

I'm assuming that this is because the cam or the cover or the backplate is worn.
does this make sense or am I missing something? I'm assuming that water shouldn't flow through the pump when it is not on, and shouldn't rely on a airtight seal in the filter.
this seems as clear as mud to me. I hope people can make sense of it.

Exhaust water output ok but not impressive.


old pump,F35B-9,seal replaced a few years ago
do I need a new pump?
replace the cam?

My Johnson pump on my Yanmar will allow water through the pump when not running. There is enough clearances around the impeller to do so. I would say it's normal.
