Why do smaller jibs on a furler have a strip to keep the height the same and can it be removed?

Leave it there! The tape fills the track and spreads the load and importantly the furler top bearing will be at the top. With the top bearing at the top of the track the halyard comes away at an angle that stops halyard wrap. Trust me you don't want halyard wrap!

Also makes sure the load up the luff to the exit block remains in line so the head of the sail does not pull out of the luff foil.

Thanks for the responses. Confirms my theories! Good to know.
