If on the outside of the hull it will probably account for quite a substantial speed reduction. 
Pros are that it's the "cheapest, fastest, lightest" way to line it to a level of comfort. At times condensation can help develop mold... sail cleaner seems to work well on that. I've had "frontrunner" on a couple of boats and liked it, not sure if still available.
