This is where I am up to. The process has been to easy, The only part that would have to be cut to size is the hub or make one like Paul's.
Requirements/process
Two ally rims. Cut one edge of each just to one side of the spoke holes on each rim.
Pin the rim down on a flat surface. (That has the axle hole drilled in the center and a circle drawn at the diameter of the rim)

Fit the ally strip inside the rim and make sure that it contacting the board all the way round.
Drill and pop rivet the rim to the ally strip working around the rim so that the strip is pulled tight.
Place the top rim on and do the same checking that everything is square.
Rough up the areas that are to be bonded.
At this point I remove the rim
I waxed and applied mold release to the areas that would come in contact with the resin.
Applied resin mixed to a past to the disc rim and hub
This time I held the rim in place with screws, This allowed me to set it up to close tolerances and hold it flat (1/32 inch out of round

So far it looks like the easiest wheel that I have made and requires
no special tools and two wheels can be made over a weekend.
