Surely it is not still there

A long ladder will not solve this problem.
The only way to get up a mast is to use a harness and be winched up a halyard. However, this will only get a person to the top of the mast and won't help untangle the kite lines that are wrapped around the back
That would be the "bosuns chair" Get up using the halyard. Pull kite towards and undo lines . The lines around the back stay should pull down if not undo from bar end the pass it around and around the stay. No need to drop mast.
After todays 20-25 I doubt there would me much left

nor would I like to be up there trying to get it down in 20-25
