When your kite is at 12 oclock and you let go of the bar does your kite immediately start to drop to the side or will it sit there at least for a few seconds?

Mine drops straight away and doesn't give me time to scratch my self..
Just wondering is this normal or is it a line issue or something

Really depends on wind strength. However, your bar or bridle could use some adjusting if it seems to fall to one side consistently. In strong winds it should sit there. For example, you come off your board, you just body dragged back to it, set yourself up to restart, and you for instance have to push your harness back down. You are lying flat in the water looking up toward your kite as you push the harness down. The kite should just sit there. However, any strong gust can move the kite around a bit and can send it in a direction. If you just can't keep it in that position for more than a few seconds, then you might need to adjust something.

Sounds like you need to check your lines!
I've only ever flown Cabrinha and they are set up so all 4 lines should be the same length. My guess is that one of your centre lines is slightly longer than the other, possibly steering lines as well. It is also normal for the centre lines to stretch more than the steering lines because they hold most of the force.
This is the Cabrinha Tech Tip for tuning your bar, there may be something similar for your kite.
