Perhaps its cos of the low air pressure... That's happened to me before, a massive low pressure system meant my pump couldn't convert the air into high pressure to pump up my kite... Just had to watch that day.
Make sure the check valves work, pump should have some resistance whilst pumping.
If there is resistance undo the piston from the shaft and check the pipe that runs up the shaft to the handle, if this is kinked you won't get air out. I would expect air to be bypassing somewhere on this one though.
Unscrew the pump clean the inside out with a rag and the o ring at the bottom of the handle then re grease the o ring and inside of the shaft works really well like a new pump . Other than that check for a crack in the pump when your kite gets to the right pressure the air starts coming out the crack and your kite just won't seem to pump up any more.

The new Cabrinha pumps (apparently made in Italy) are totally awesome. I was testing out their new kites at the time and decided to only buy the pump. The pump is leagues ahead of all the other rubbish out there. At $30 a blessing when it makes pumping almost a pleasure.
