Just do a search for "brisbane" on this forum. The question on kiting spots in the area has been answered at least 3 times in the last few months. Plus it will give you some background on some other kiting related stuff in the area.
Brighton and Wello pojnt are the best spots around brissy. If starting off id say that Brighton is the better spot as it is knee deep for 500m out. on a good day there are always kites out at 19th avenue in Brighton and also at the sandgate swimming pool.
There are some guys who kite near the Boat Marina thinggy @ Manly from what I know. don't personally know them just seen kiters there at various times.
Otherwise Felix is right, start out at Sandgate-Brighton and see what you prefer.
