I saw this guy a few times at point Walter, he likes doing kiteloops and especially land them right next to other riders. Last time he was always in my path so I moved....he followed me. When most of the riders are trying to stay away from others to prevent from tangles, he does the other way around.... What's the point?
Same reason a nudist will set up right next to someone on an otherwise deserted beach. Emotional insecurity manifesting as a need for attention.
And on that note, I think I'm onto who it is also.. definitely fits that profile
I get my 2 clues (maybe 3) from the second photo, and it's
