I was working in Shanghai August to October last year. Your post reminded me so much of myself asking those question.
I don't want to disappoint you but leave your kiting gear at home. There is no wind, there is just brown water and no other kiters in Shanghai. If you really want to go somewhere kiting, you need to hop on a train or plane to go to Xiamen ( south, 2h plane) or Qingdao (north-east, Shandong Province, 1.5h by plane)
Enjoy the time you have there visiting places
in and around Shanghai. You will not even have time to think about kiting! Time flies as you are located in a city that never sleeps. You will experience an awesome city. It is huge....you can drive for 1 hour on a highway and you are still in Shanghai. And there are that many great places around Shanghai. Don't miss them.

I traveled afterwards one month throughout China and there was no place where I would have wanted to go kiting. I couldn't make it to Hainan Island which is supposed to be nice but as I said, there is much better places in the world to go kiting but China!
You will enjoy the kiting a lot more when you come back into clean water and greater wind
