I had a great session there yesterday, wind started at about 14 but was quickly 20knts (addmitted that is not usual)
yes there are jellies and they do give you a nasty sting but there are not everywhere - i didn't have jelly pants on and spent a lot of time in the water trying to gybe my race board. saw a few but wasn't concerned.
The local kite shop will sell you some jelly pants for $10 - then there is nothing to worry about.
It get crowded in Hua Hin these days, if you like less traffic then go further down to Pak Nam Pran.
