I don't see a problem with the picture you posted. There is a 3m walkway free of lines or any equipment. The only people we really need to make this for are the windsurfers carrying their rigs down the beach, they shouldn't have to play hop scotch with the lines, in this photo, and in general I don't see this as a big issue.
Some issues I see is, people teaching on the offshore side (big group of douchebags with the eski I'm looking at you). People with inadequate leashes (production leashes generally don't cut the mustard if your a frequent user).
To make the spot work ideal the upwind area is for intermediate-advanced riders, the bay and downwind area is for advanced riders crashing tricks. This way kites are not crashing up wind of people all the time. Don't dick around near the beach too long if your not going to do a trick, people normally are queing up behind you to have thier turn.
These are more guidelines than rules, but most people follow it to some extent.
