My guess is that its one of those rare occasions when she didn't know the answer. She probably got rocket from Kevin over it. I doubt that there's anything sinister about it.
I saw that interview and it seemed pretty simple. Lee wanted a single figure of cost and Julia's argument was that it was more complicated than that. If she'd given in and quoted one number, it would have been wrong or misleading in almost every case and yet that'd be what stuck. It'd be the figure quoted in all the headlines next day and you can bet that the opposition would try to twist all that to their advantage. You can bet she would have got a major rocket from Kevvie if she'd fallen for it.
Thought it was a bit surprising Lee was trying to badger her into a corner when she would have known all the above.
