Err wut? The drug taking culture in cycling existed a long time before Lance, you can't realistically ride for 3 weeks, ~200km a day at the speed back then without taking something, it's just not physically possible; everyone knew it, it was basically 'accepted'. Lance and his team definitely took it to the next level in terms of their scientific approach to it but don't kid yourself that everyone else wasn't doing it and he certainly didn't pioneer it, not even close.
My personal opinion is that the best rider still won the tour in those years, proven by the fact that everyone else that was a challenger at that time has also been busted. An average rider just doesn't become that good by pumping in some EPO and doing a few transfusions, he's still a phenomenal athlete. He also trained specifically for the tour and spent a large portion of the year riding in the alps and Colorado specifically training for it. This differed some what from most of his competitors who rode a lot of the other grand tours/races etc, which he seldom did.
Is he a dickhead, yes, should anyone who knows cycling really be surprised, no. In my opinion the biggest problem with cycling is the UCI, they knew about it for years and did nothing, even before Lance's reign. They are a self regulated bunch of clowns.
