The last time I looked at the WA rules, (a while ago I must admit).
It's legal to overtake on the inside if a dual carriage is marked, or if there's a solid dividing island between the 2 directions, I interpreted that to mean it's legal to overtake on the inside on a very wide single lane if there's a dividing island.
Has that changed and when????
This changing of road rules without sufficient notification is another cause of confusion.
Some body mentioned roundabouts??? First it was only signal to leave the roundabout, then it was signal if you're going right or left and the exit.
Then they put in roundabouts so small the indicator doesn't have time to react by the time you've left the roundabout.
Also the keep left rule, first off it's a blanket policy, and people were getting booked for going into the right hand lane just before making a right hand turn, (somebody didn't think that changing lanes at the last minute can be dangerous.)
It then gets changed to areas above 90km/hr, now the cops don't seem to enforce it at all.

Just checked the manual.
You can overtake a vehicle on the left only when:
you are directed to do so by a police officer or
other authorised person;
you are on a multi-lane road and it is safe to do
so; and
a vehicle is indicating/signalling that it is turning
right. You can also overtake any vehicles that
are stationary behind it.
no mention of single lanes and solid dividing islands, never thought that was a safe idea.
