What is it about public toilets and the people that go into them?

I wonder what sort of mentality people have sometimes.

Almost every p.toilet I need to go into, I find it stuffed with paper or not flushed or crap stains on the seat, or worse! Andf they walk out without washing their hands... ugh come on guys!

I think the worst I've ever experienced was holes in the ground type toilets overseas with no toilet paper. Like WTF? Don't these people have any common hygiene?
