As reported on the KBV site:
"On Tuesday 26th January 2010 a regular kiter at St Kilda was observed flying his kite over the beach while undertaking tricks along with flying his kite over young swimmers [kids 3 to 6 years of age] again very close to the beach. This was very near to the tents set up for the Australia Day SUP Competition.
This kiter is well known for pulling tricks very close to shore and regulalry crashing his kite on the shore. When approached on these matters he is either abusive or indicating he just does not care.
For information such that when he takes someone out on the beach KBV cannot say they were not advised of his unacceptable antics."
KBV replied:
The name of the kiter and the author of the incident report were removed from the report - but the kiter is a well-known for his less than considerate kiting attitude. He is also not a KBV member and is not (to the best of our knowledge) insured against public liability should and accident occur.
KBV lacks and authority to exercise any power over kiters other than to warn them of the potential consequences of their actions, and to support the appropriate authorities (City of Port Phillip, Parks Victoria, etc) should they wish to take action against him and others who behave in a similar manner.
