Please help, honeymoon kiting destination required

I live in WA and want some where I can go to on slight budget for my honeymoon in December.
A few boxes need to be ticked.
Great:-
beaches
Wind
Accom
Not to commercial
27 - 32 deg
And the hardest part.......not in a rainy/wet season
Please help any tip places or pics are welcome!
