ok, could we be specific. What do people mean when they trot out "the deep state".

To me, it's not when millionaire property developers try to influence pollies, it's not when unions demand better deals from Labor parties. That's just politics as it's always been. The term "deep state" seems to imply a hidden government, where shady power operators...........operate. Y'see I can't even make out what I'm meant to be seeing.
Is there a second even more secretive CIA...........or something.
